The relevance of the research is due to the role of creative industries in the economic development of territories, in the reproduction of human capital, as well as the presence of debatable issues related to the interpretation of creative practices and their typology, with the impact of creative practices on social and economic processes. The work presents the provisions of various theories, such as person-centered, adaptation theory – innovations, theory of self-actualization, which address the formation and implementation of the creative potential and population’s creativity. The research aims to analyze aspects related to intellectual and creative potential in the context of the prevalence of population’s creative practices. Among the methods of the scientific research, used in the work, are general scientific, methods of monitoring research, and retrospective analysis. The information base is the works of Russian and foreign researchers on the issues under consideration, as well as the monitoring data on the population’s labor potential quality. With their help, we show that the manifestation of creativity associated with innovation and invention, submission of rationalization proposals, due to the accumulation and implementation of intellectual and creative potential. We indicate that the unwillingness to be creative in the workplace is associated with the prevalence of beliefs in the lack of need to implement creative abilities. The latter conclusion is consistent with the survey results, according to which there are fewer people who support the statements regarding the impact of creativity on human life, the use of creative abilities, the availability of the creative work results. These aspects are reinforced by the low demand for the intellectual and creative potential of the population. The number of respondents who hold the position about the importance of the requirements of versatile knowledge, creative abilities and inclination to show initiative and entrepreneurial spirit practically did not change during the period under consideration. Directions for future research are related to the creation of methodological tools to assess the influence of intellectual and creative potential on the prevalence of creative practices, with the identification of problems and the development of practical recommendations in this area
