The purpose of the study is to analyze the main results of the first three years of the implementation (2019–2021) of the national project “Safe and High-Quality Roads” in Russia, to identify current problems, risks of the national project and substantiate recommendations for their elimination. To achieve the goal, we used such scientific methods as economic, statistical and comparative analysis, methods of analysis, synthesis, generalization, and monographic method. The research’s scientific novelty is in conducting of a comprehensive and systematic assessment of the national project implementation results (both in terms of analysis of performance and process parameters), taking into account its position in the unified system of national development goals of Russia until 2030. It was established that the main problems in the implementation of the national project “Safe Quality Roads” are currently unregulated growth of prices for road construction materials, the presence of unscrupulous contractors; risks of rising costs of road machinery, equipment, materials, resources for implementation of the national project activities due to existing problems after the introduction of sanctions against Russia by Western countries in various areas; the continuing, in some cases, lack of a comprehensive approach to road works; the limited capacity and powers of the authorities in regulating the processes in the sphere of project implementation; difficulties with monitoring and adequate assessment of implementation parameters. The received results can be used in the activities of public authorities of the Russian Federation and the entities of the Russian Federation in the field of road sector and transport, as well as serve as the basis for further research on this topic, including the assessment of the national project impact on specific quantitative and qualitative parameters of the development of Russian regions
