Ethno-economics – the science about the features of economic behavior in different ethnic groups – has been recently intensively developing. Given the fact that management is the most important part of the system of social reproduction, it is highly important to form and develop ethno-management as a key area and component of ethno-economics studying ethno-territorial and national models of administration and management. In modern conditions it is also important to analyze the problem of identifying ethnic and national features in the process of modernization, especially its import-substitution model, in different regions of Russia. The purpose of this paper is to discuss ethno-territorial and national models and systems of governance and management through the prism of their use in Russian conditions. In addition, the author addresses the problem of interaction and mutual influence of ethno-management and ethno-economics as promising research areas and defines the territorial-ethnic features of the import substitution option of economic modernization in some constituent entities of the Russian Federation (primarily in the Udmurt Republic). The study of models of management and economy is based on the use of methods of the general systems theory, and comparative and factor analysis. The author analyzes various national and ethno-regional models of management and economy, identifies the positive and negative aspects of these models and management systems, and reveals the possibilities of using the elements of different national models of management and economy in Russian conditions. Ethno-management is an integral part of ethno-economics as a promising research area devoted to the study of ethno-territorial and national models and systems of governance and management. In the framework of ethno-management, positive and negative features of different governance models and economic systems are defined through the prism of their potential use in the Russian economy. In addition, the author identifies ethno-territorial features of implementation of the import substitution model of modernization in some constituent entities of the Russian Federation
