At present widely accepted is the standpoint that the regions, where cluster are formed, become leaders of country’s innovative development. Existence of such regions-leaders determines the competitiveness of national economies. Definitely clustering is an objective process caused by globalization promoting the enhancement of international competitiveness, including the one for resources, and the increase of network and non-formal communication between subjects. Clustering develops in the entire world and promotes the acceleration of innovative processes development in national economies. At that it is very important to complete the task of increasing the level of innovative industrialization in the time of progressive information technologies. To accomplish this under the conditions of information economy a new approach in regional economy makes sense; the approach which suggests not only level equalization in socio-economic development of regions, but also the increase of the level of society’s informatization and electronization, promotion of corporate interests of market players, cooperation between suppliers and producers, research institutions and government facilities. The accomplishment of the new tasks demands the development of scientifically substantiated concepts for the formation of regional policy focusing on the establishment of IT-clusters as growth drivers of the new generation, aimed at the transfer of information, creative and intellectual technologies to the country’s periphery.
