The article is devoted to the research on the specifics of public-private partnership development in
Russian regions. On the basis of analyzing successful international experience, the author shows
that the partnership of government and business is a promising tool for solving the problems
associated with acute shortage of investment in the construction and modernization of public
infrastructure. That article presents a brief history of the use of partnership mechanisms in Russian
economy and specifics of the present stage of development of this institution. The author identifies
branches and regions that are currently most active in implementing PPP projects. It is shown
that one of the barriers limiting the development of partnership of power and business structures
is the underdevelopment and instability of the regulatory framework, the lack of integration of
norms of the budgetary, tax, civil and other legislation regulating this form of interaction between
the parties, the framework nature of the majority of legal acts, as well as the acute shortage of
secondary legislation. In this regard, the Federal Law on public-private partnership was adopted
in July 2015. Its study suggests that the so-called “project” approach to the interpretation of public-private partnership currently existing in economic literature is adopted at the legislative
level. The article analyzes the main provisions of the document that govern the contests for the
selection of investors, the issues of efficiency of the project partnership, and measures to support
businesses
